
Dr. Josephine Kibaru-Mbae – Director General
Dr. Kibaru-Mbae is a Medical Doctor, specialized in Gynecology and Obstetrics and Public Health. She has over 25 years’ experience in the public health sector, with about 20 of these years in Leadership and Management positions at different levels of the health sector in the Republic of Kenya. She started at the District level and culminated at the National level as the Senior Deputy Director in charge of Family Health Services in the country. During her tenure in the Ministry of Health she supported the revision and implementation of several policy documents. Dr. Mbae instituted innovations in in-service training in new technologies and supported training institutions to revise their curricula to strengthen pre-service training. She supported national supportive supervision for improvement of service delivery in the districts.
Dr. Josephine Kibaru-Mbae has been the Director General at the East, Central &Southern Africa Health Community (ECSA-HC) from 2010 to 2014. ECSA-HC is an intergovernmental Organization whose aim is to foster regional cooperation and collaboration in health. It comprises of 10 active members; Kenya, Lesotho, Malawi, Mauritius, Seychelles, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
As the Director General (Chief Executive of the Secretariat), she strategically repositioned ECSA-HC as a leader in health in the region, working closely with Ministers of Health, Permanent/Principal Secretaries, Directors of Health Services, Programme Managers, health professionals and representatives of collaborating partners and donors. At the ECSA Secretariat she was responsible for the management of all resources; human, material and financial resources. She also coordinated and offered strategic leadership to all the technical programs.
Mr. George Kichamu – Director, Technical Services
Mr Kichamu holds a Master of Science (MSc) degree in Population Studies from the University of Nairobi and certificates in Project Management and Family Planning Management from University of Connecticut and University of California in the USA respectively. He also holds a certificate in Communication from Makerere University, Uganda
Mrs Margaret Muthoni Mwangi- Director ,Corporate Servcies
Mrs Margaret Muthoni Mwangi holds a Masters degree in Business Administration (Finance Option). She also holds a Bachelor of Science degree in Business Administration (Accounting Option). Other courses attended by Mrs. Mwangi are; External Resources Management (ESAMI); Family Planning Programme Management and Supervision ( USA); and Resource Mobilization and Management ( Addis Ababa). Mrs.Mwangi is a Certified Public Accountant (CPAK)
Mrs Vane Lumumba- Deputy Director, Policy &Research
Mrs. Lumumba joined NCPD in 1989 and has since worked in different capacities. She has vast experience in coordinating national surveys from inception up to data analysis and report writing. These include the Kenya Service Provision Assessment Surveys; Kenya National Survey for Persons with Disability, the first ever such survey to be conducted in Kenya; the Kenya Demographic and Health Surveys; and Child Survival surveys. She has coordinated the development and review of the National Population Policy. Mrs. Lumumba has a Master of Arts degree in Applied Population Research from Exeter University, UK. She has also undergone technical training in; Communicating Population and Health Research data to policy Makers; Achieving Millennium Development Goals; Development and Utilization of the Log-Frame in Supervision, Monitoring and Evaluation
Ms. Dorothy Oliech- Deputy Director , Human Resources Management and Administration
Ms. Oliech joined NCPD in 2010 as the Deputy Director for Human Resource Management and Administration. She has more than 15 years of experience in human resource management in public institutions. She holds Bachelor of Commerce degree from the University of Nairobi and a Post Graduate Diploma in Human Resource Management.
Mr. Peter Nyakwara – Deputy Director, Communication, Advocacy &Public Education
Mr. Nyakwara holds a Masters of Arts degree in Population studies from the University of Ghana and B.A degree from the University of Nairobi. He has a undertaken a number of relevant professional and management trainings including Strategic Leadership Training Programme at Kenya School of Government, Top- Level Management Decision-Making and Problem –Solving; Resource mobilisation Courses, Capacity Strengthening in Integration of Population and Environmental Issues in National and Sectoral Development Frameworks; Population, Environment and Development Nexus; Demographic Data Analysis; Project Management, Monitoring and Evaluation; Computer Application to Population Management; Communicating Population and Health Research to Policy Makers, and Behaviour Change Communication.
He has served in the public service since 1990 in various capacities both at field offices and at headquarters. He has vast experiences in programme design and management, advocacy and communication
Ms. Taslim Wason – Chief Internal Auditor
Ms. Wason holds a Bachelors degree in Business Administration (Accounting and Finance Option) from the Kenya Methodist University. She joined NCPD in 2010 after acquiring several years of experience in conducting audits both in public and private institutions. Ms. Wason is a Certified Public Accountant (CPAK) and a member of Institute of Certified Public Accountants of Kenya (ICPAK). Her training in internal audit was acquired from the Institute of Internal Auditors. She is also a Certified Systems Auditor (CISA, 2010).
Samuel Mwanzia King’oo – Chief ICT Officer
A 1998 University of Nairobi graduate in Civil Engineering, King’oo attained his Msc (Computer Science) from Makerere University in 2005. He is a Registered Project Manager (PRINCE2, UK) and a member of the Computer Society of Kenya. With a certification in Information Technology Infrastructure Library (ITIL), he has also trained in data processing (capture, programming and tabulation) from the U.S and Automation of Performance Contracting among others.
King’oo joined NCPD in 2012 with more than a decade’s worth of experience gained in the private and public sectors both at national and international levels in different application domains.
